Job Description

The Security and Travel Services Division is hiring a Manager, Materials Control & Accountability (MC&A).  This position is responsible for planning, directing, managing, coordinating, and supervising the MC&A program for Laboratory’s inventory, accountability, and disposition of nuclear material. The MC&A Manager also serves as Argonne’s Nuclear Material Representative (NMR) and point of contact with DOE federal counterparts for all site MC&A activities. 

Duties and Responsibilities

  • Responsible for the development and maintenance of the materials control and accountability plan and associated policies and procedures in accordance with DOE O 474.2A, DOE O 410.2, and DOT 49 Parts 100-185 requirements. 
  • Provides direct supervision to Special Materials Representative professionals and functions as advisor to site MC&A users and sets goals and objectives for team members for achievement of operational results.
  • Responsible for the development, accuracy, and submission of a variety of reports to include Nuclear Materials Inventory Assessment (NMIA), the Nuclear Material Management Plan (NMMP), the Material Balance Sheet (MBS), and Budget and Reporting B&R reports.
  • Responsible for reporting and investigating MC&A related incidents of security concern, identifying significant losses and differences of nuclear material.
  • Responsible for the management and oversight of TID program.
  • Approves all MBAs, OANMs, primary custodians, alternate custodians, and DNMCs.
  • Establishes and maintains the MC&A training program at the Laboratory. 

Position Requirements

  • Demonstrates solid subject matter knowledge and ensures operations are performed safely.
  • Thorough knowledge of Department of Transportation (DOT) 49 Parts 100-185.
  • Proficient in the interpretation and implementation/enforcement of the regulations and requirements of DOE, DOT and Argonne pertaining to the transportation of nuclear and radioactive materials, as well as the safe handling and storage of nuclear materials.
  • Strong understanding and application of Special Nuclear Materials accounting, inventory and reporting processes as defined in DOE and Argonne safeguards and security regulations and requirements.
  • Strong communication skills and ability to develop and maintain strong working relationships with NMMSS, DOE ASO, and counterparts at other Laboratory’s/NNSA sites.
  • Familiar with PRISM or similar issue tracking system.
  • To perform the essential functions of this position successful applicants must provide proof of U.S. citizenship, which is required to comply with federal regulations and contract and the ability to obtain and maintain a Q clearance is required.

Preferred

  • Thorough knowledge of DOE O 474.2A, DOE O 410.2, DOE O 470.4B and DOE M 441.1-4.
  • Proficient in use of computer applications : LANMAS, DOT RadCalc, WMS-U, CURIE, and SAMs.
