Job Description

The PMO for Infrastructure Services is searching for a Facilities Planner. The candidate will be responsible for the development of site infrastructure and facility requirements to support scientific and operational programs, including conducting site and planning studies.  Perform site and environmental planning tasks for compliance with NEPA, historic preservation and other related regulations; work closely with project managers and facilities personnel to assist with and promote adherence to requirements.  Coordinates with an interdisciplinary team to research, develop and respond to projects and requests that support the operations of DOE facilities.  Produces graphic documentation and presentation material for facility modifications and improvements, presenting a range of quantitative and conceptual information to a diverse audience.  Assists in formally collecting, tracking and communicating infrastructure and facility planning topics for discussion at regular meetings with programmatic and/or operations leadership.  Coordinates various plan monitoring and implementation activities for department. Supports long-range master planning for infrastructure and facilities.

Responsibilities:

  • Conducts site analyses and planning studies to define environmental characteristics which impact site development. Provides technical support on facility layouts.
  • Develops master and sub area campus infrastructure and facility plans.  Includes preparation of perspective images of proposed plans utilizing graphic software. Prepares written documentation to support plans and images.
  • Creates alternative project building footprint sizes and locations through site analysis diagrams and plan drawings. Translates present and future scientific and operational program activities into physical space and infrastructure requirements. 
  • Develops graphics, 3D renderings, and visual simulations to communicate proposed and potential facility improvements and modifications.
  • Reviews and processes facility siting permits; manages local facility siting process. 
  • Operates as cultural resource subject matter expert for facility and infrastructure projects and maintains cultural resources management program.
  • Integrate functional planning elements of redevelopment, social and environmental justice, transportation, green infrastructure, open space, environmental, sustainability, and resiliency into plans and designs.
  • Interfaces with programmatic and operations staff and maintains ongoing communications to facilitate effective infrastructure and facility planning and consensus building.
  • Formulates, recommends and ensures compliance with approved Argonne standards and policies, local, state, and federal regulations and DOE directives relating to facility management.
  • Participates in project design reviews and workshops as a technical expert.

Position Requirements

Minimum Education/Experience Requirements: Bachelors Degree and 4+ years, Masters and 2+ years of relevant work experience, or equivalent:

  • Comprehensive experience with facility planning, space planning, infrastructure  and /or environmental planning principles
  • Considerable knowledge of campus master plan development and implementation.
  • Considerable knowledge and experience in infrastructure and facility planning, building codes, environmental compliance, sustainability, energy conservation and ADA/ABA.
  • Good working knowledge and experience with 2D programs (e.g. AutoCAD, Adobe Creative Suite and ArcGIS), 3D programs (e.g., SketchUp) as well as Microsoft Office suite.
  • Good working knowledge and experience in sustainability and resilience practices and principles in facility maintenance and repair
  • Knowledge of historic preservation and environmental planning principles.  Experience with NEPA or related regulations is desirable. 
  • Excellent oral and written communication skills, organizational skills and attention to detail for preparing and presenting planning reports and projects
  • Excellent interpersonal skills and the ability to facilitate and develop productive relationships with Argonne management, staff, and collaborators from other institutions.
  • Strong customer service orientation and ability to communicate with tact and diplomacy at all levels of the organization.
  • Ability to deliver successfully against cost, schedule, and technical goals, and within all regulatory guidelines.
  • Bachelor’s degree in urban or regional planning, urban design, architecture, landscape architecture or related field.  Masters’ degree preferred.

  • PT3 Level: Bachelors and 4+ years or a Masters and 2+ years of experience, or equivalent
  • PT4 Level: Bachelors and 6+ years or a Masters and 4+ years of experience, or equivalent
