Senior Clinical Business Manager- Medical Informatics


POSITION INFORMATION:  Responsible for business management activities under the direction of the department Chair; serves as a member of the department’s executive leadership team; performs the representative duties in a secondary accountability capacity to the Associate Dean of Administration and Finance.


REPRESENTATIVE DUTIES:



  • Fiscal Operations: May assist or directly manage the general accounting, budgeting, payroll, purchasing, financial planning and reporting, approval of expenditures, financial forecasting, etc.

  • Contracts & Grants: May assist or directly coordinates development of various contracts for receiving and providing services.  This includes: assist in the preparation and negotiation of departmental contracts; assisting the faculty and staff in preparing budgets for research grants, contracts, and requests; and alerting the Chair, faculty, and staff to income alternatives and opportunities.

  • Department Operations: Ensures compliance with all University policies and guidelines, including but not limited to, human resources, trainings, emergency preparedness, and space (i.e., physical plant) acquisition and planning. Provide financial and operational support to all faculty and staff within the department. Assist the Chair in daily operations of the department.

  • Information Technology: Assists with the department’s IT operations and services; coordinates IT-related activities with central IT services and other departments and colleges as appropriate, including tracking of technology equipment and costs. Assist in initiating IT risk reviews and tracking completion and tracking employee compliance with privacy and security trainings.

  • Services, billing, collections, and Accounts Payable: Assists with billing, collections, and tracking accounts payable/receivable functions for the department.

  • Development: May be involved in development activities for the department and/or college, including, but no limited to, marketing, fund raising events, strategic planning, and employee growth activities. Responsible for developing and maintaining relationships with departments across all three OU campuses.

  • Strong Management and Supervision: Responsible for overseeing administrative staff within the department. Tasks may include performance evaluations, hiring, training, coaching, compliance with occupational health and safety, and conflict resolution.

  • Faculty Recruitment:  Responsible for overseeing the recruitment and onboarding of faculty for the department, working closing with the Chair and OU’s Faculty Affairs Office.  This includes following policy and procedures, providing required paperwork timely, opening and advertising faculty positions, etc.

Qualifications:


Working Conditions:



  • Physical: Sitting for prolonged periods.  Communicate effectively and listen. Use of computer and telephone.

  • Environmental: Standard Office Environment.


Experience:



  • Required: 60 months experience in business administration activities such as accounting, budgeting, finance, grants and contracts, billing, IT operations, and human resources in a clinical environment.


Education:



  • Required: Master’s degree in Business, Healthcare, or Public Administration, Accounting, Finance, or closely related field.

  • Equivalency/Substitution: Will accept a Bachelor’s Degree in Business Healthcare, Public Administration, Accounting, Finance or closely related field and 24 months related experience for a total of 84 months experience.


Knowledge, Skills & Abilities:



  • Advanced Excel skills with ability to build and manipulate spreadsheets.·       

  • Proficient in Microsoft Office Suite (Word, Outlook, and PowerPoint).·       

  • Highly organized and ability to handle multiple projects and deadlines.·       

  • Strong initiative to solve problems.·       

  • Ability to read and interpret policy as well as State and Federal regulations.·       

  • Ability to effectively evaluate projects/programs and produce comprehensive reports.·       

  • Ability to supervise staff and communicate directions and expectations effectively.·       

  • Must have advanced/proficient/writing skills for composing audits, reports and advisories.
