The Information Technology Services department at West Virginia University is seeking applications for a Business Analyst (Professional Technologist 4). The business analyst will help lead projects by developing use case surveys, business process descriptions, and task analysis necessary to develop effective solutions and designs. Provides designs and recommends alternative solutions through critical analysis and expert knowledge of the application and supporting technology. Facilitates efficient project progress by assigning/delegating appropriate tasks to team members. Shares knowledge and ideas with technical and functional staff to accomplish project deliverables.
In order to be successful in this position, the ideal candidate will:
Serves as a liaison with Information Technology Services staff and Finance and Administration staff.
Provides support for University Finance and Administrative applications; including but not limited to the Oracle E-Business Suite (12.1.2 or later), Primavera Unifier, Taleo, Chrome River, and Jaggaer (e-procurement and payment services).
Helps lead projects by developing use case surveys, business process descriptions, and task analysis necessary to develop effective solutions and designs. Provides designs and recommends alternative solutions through critical analysis and expert knowledge of the application and supporting technology. Facilitates efficient project progress by assigning/delegating appropriate tasks to team members. Shares knowledge and ideas with technical and functional staff to accomplish project deliverables.
Utilizes technical/application skills within functional/project area and with stakeholders to critically identify and communicate opportunities for business process optimization. Is able to lead the efforts to analyze requirements against industry best practices in order to design and implement enterprise-level solutions that meet business needs and align with WVU’s strategic and technical vision.
Participates in initial project assessments, plans, and estimates. Utilizes standards in the delivery of plans, designs, program modification, testing, and installation of project work. Recommends design/system alternatives or approaches to WVU’s systems requirements.
Effectively utilizes technical/application analytical skills in the documentation of requirements, design, development, testing, system setups, policies and procedures, and delivery of ITS projects. Follows established methodology to complete project deliverables on all assigned tasks within established deadlines.
Identifies areas of WVU application and technical weakness and recommends alternatives and solutions through critical analysis and expert knowledge of the institution’s business processes. Recognizes all possible solutions to a business problem and selects the most appropriate solution. Challenges current business practices and proposes solutions to ensure selecting the best alternative. Can make and implement tough decisions.
Utilizes considerable analytical skills to identify and solve problem situations. Continually evaluates, researches, develops, and maintains complex solutions using evolving methodologies to keep pace with new technologies.
Maintains expert knowledge of best practices and processes within private settings, the institution, and the Higher Education industry.
Use application and technical knowledge to assess risks of a project during the planning phases. Leverages expertise to mitigate risk and the chance for project failure.
Communicates information clearly, accurately and timely to team members. Puts forth the efforts necessary to complete project successfully.
Invests time and effort to learn changing technology and application landscape.
Follows established methodology to complete project deliverables on all assigned tasks within established deadlines, including all required documentation such as design documentation, technical specifications, and test plans. Leads all assigned project resources (internal and external) to accomplish defined deliverables and objectives. Understands and adheres to established project management policies and procedures, including meeting project work plans, status reports, and documentation.
Supports WVU’s confidentiality and security policies and ensures application compliance.
Performs other duties as assigned.
Bachelor’s degree in Business, Information Technology, Finance or related field or equivalent combination of education and/or experience is required.
Knowledge of one or more of the following: Oracle E-Business Suite, Oracle Primavera Unifier, Oracle Taleo, Chrome River, or Jaggaer.
Five (5) years of experience with the following:
Experience working with financial and administrative systems.
Experience collaborating with business units to provide IT services.
Experience with defining problems, collecting data, establishing structure and analysis for complex business issues.
Experience leading or supervising a team of IT professionals is preferred.
Experience in writing technical design/solution documents.
Experience in business process analysis and improvement.
Excellent organizational skills
Ability to lead cross-functional teams.
Ability to communicate to technical and non-technical personnel.
Ability to overcome internal resistance to change processes. Ability to communicate changes to affected team members and educate them on the training process and tools enabling the changes.
Working knowledge of Oracle Financial Applications (12.1.2 or later), Primavera Unifier, Taleo, Chrome River, and Jaggaer (e-procurement and payment services).
Basic understanding of SQL and other report writing tolls and ability to develop a strong understanding
Broad knowledge of information security issues, trends, requirements and regulations, especially FERPA and HIPPA, and accepted industry best practices.
